PLANS to demolish the old maternity hospital in the Amman Valley to build homes have been resubmitted to the council.

On February 23, 2021, Carmarthenshire County Council refused plans to demolish the Amman Valley Maternity Hospital alongside neighbouring properties to build a housing development in Glanaman, but the application has now been resubmitted by the Thomas brothers.

The plans relate to a two-hectare plot of land to the rear of 68-70 Tirycoed Road, Glanaman and will include demolishing the unused Amman Valley Maternity Hospital and the properties at 68-70 Tirycoed Road.

Once the demolition has taken place, the plans would then see 25 new homes built with a dedicated access route and associated infrastructure. The plans would see 0.7 hectares of greenfield site used.

The homes would take the form of two three-bed bungalows, 12 three-bed semi-detached homes, four four-bed detached homes and eight two-bed semi-detached homes.

The homes would be made of dark grey flat profile concrete tile walls, white UPVC windows and doors and tarmac driveways. The boundary would be 1.8m and 1.2m close boarded fence, with 0.9m timber palisade.

The initial plans for the demolition and for 28 new homes were refused in 2021 due to insufficient regard to priority species and habitats including dormice, bats and reptiles, Purple Moor Grass and Rush Pasture and hedgerows, with the plans not containing enough in mitigation and management, which would lead to an adverse impact on the species and habitats.

It was also refused on the grounds of failing to incorporate existing landscape features of acknowledged importance and would not be enhancing the landscape character of the site or sufficiently mitigating against the impacts of the proposal on the features ‘to a significant detriment of the character, appearance and landscape quality of the area and associated ecological works.’

A third reason was that the layout failed to introduce traffic calming measures to mitigate against high vehicular speeds along the excessive linear stretches of carriageway within the development and rear access proposed to serve the properties fronting Tirycoed Road would be substandard and provide limited manoeuvrability for vehicles to the detriment of highway safety and residential amenity.

The final reason it was refused was that it failed to consider the impact of the development or its construction on the air quality of the local area to the risk of the environment, health and quality of life.
