WYCOMBE District Council has still not decided how to spend £20,000 given to the council by The Hogshead pub in Marlow.
The Hogshead, High Street, donated the money as a planning gain to the council when it received planning permission to open.
Some people in Marlow want the money spent on hosting the town's new regatta, held in a month's time, or erecting a statue of Sir Steven Redgrave.
District councillor Maurice Oram (Marlow South, Lib Dem) said: "This is money that was for the High Street area. It was quite wrong that someone said, 'well, if it was available why don't we consider applying?'
"The question of using the money to put up a statue never came from the people running the statue appeal."
A spokesman for the council said: "No decision has been made as yet concerning where the money will be allocated. The money was paid as a contribution towards environmental enhancements to the town centre, associated with the development with the Hogshead site."
