CONSERVATIVE Bob Woollard resigned as Wycombe district councillor for Great Marlow this week.
Cllr Woollard, who is also a county councillor, said with his increased commitments, he could not do justice to the role.
The announcement could spell the return of Independent David Coe, ousted by Cllr Woollard at both district and county levels in the 1999 elections.
The Conservatives are putting forward Great Marlow parish councillor Dominic Barnes to replace Cllr Woollard.
A by-election to fill the vacancy will be held on May 3.
