DECIDING whether five homes should be built has been hampered by the foot and mouth virus.

The second day of the public inquiry into the development took place on Tuesday but a firm decision could still not be reached.

The planning inspector was unable to draw a conclusion to the long running saga because the council could not visit the foot and mouth restricted site at Harvest Hill, Bourne End.

The original application for the construction of five dwellings with access drives at the land off Harvest Hill was submitted to Wycombe District Council in January 1999 but refused.

The plan was refused on the grounds that Grassy Lane, which is adjacent to the site is only a bridleway and it would have to be changed into a formal road.

Members of the planning committee and residents were concerned about the environmental impact of development and changes that would need to be made.

A Wycombe District Council spokesman said:"The inspector will return to complete the site visit when the restrictions have been lifted and approximately a month after the site visit is completed all parties will be notified of the outcome."
