DISABLED pensioner Ken Humphrey was slapped with a parking ticket because his Orange Badge was folded in half.

Semi-wheelchair-bound Mr Humphrey, of Frieth Road, Marlow, was shocked to receive the £40 ticket half of his weekly pension despite parking where a traffic warden told him to.

"This is the second time I have been targeted while displaying an orange badge. How many other disabled badge holders have had the same problem?" he said.

Mr Humphrey, 64, and his wife, Jean, parked outside the dentist surgery in Cedars Road, High Wycombe.

Mrs Humphrey, 65, was then told by a traffic warden to park the car in a meter bay in Richardson Road as the road was being resurfaced.

But when the couple returned to their car they discovered a ticket had been slapped on the windscreen despite the valid badge being displayed.

Mr Humphrey said: "This naturally caused us much stress for some days £40 is half a week's pension.

"I wrote to the council asking for the ticket to be cancelled, which they did, and to back up their action they reproduced two photographs showing the orange badge on display but not fully open.

"What this means is that they know they are wrong in issuing the ticket and don't care about causing days of distress to the disabled."

Buckinghamshire County Council says it was not wrong in issuing the ticket.

The council's parking representations manager, Anne-Marie Goodbody, said in a letter to Mr Humphrey that the ticket was not properly displayed: "The ticket was legally issued in accordance with council guidelines.

"However, on this occasion the council will cancel the requirement to pay the penalty charge notice."

Mrs Humphrey added: "I was so upset when we found the parking ticket but my husband was very angry. He won't take these things lying down."
