MORE than £2,000 of fixed penalty notices were issued in December by Carmarthenshire County Council’s environment enforcement team.

The fines were issued for a number of litter, fly-tipping and other environmental offences.

A Llandybie resident was given a £400 fixed penalty notice (FPN) after taking seven refuse bags of household waste to Burry Port recycling facility. A St Clears resident also faced the same fixed penalty notice for the same offence, depositing two refuse bags of household waste off the A40 at St Clears.

A £300 FPN was given to a resident who failed in their householder duty of care after his waste was found fly-tipped near Llandeilo.

 A Narberth resident was issued a £125 FPN for depositing a refuse bag of household waste on the A40 in St Clears. Two Carmarthen residents were also given £125 FPNs for each depositing a refuse bag of household waste at Morrisons recycling facility in Carmarthen, and a third was given to a Carmarthen resident for depositing a black refuse bag of household waste at the same facility.

A resident from an undisclosed Carmarthenshire location was also given a £125 FPN for depositing a refuse bag of household waste at Tesco recycling facility in Carmarthen, with another issued to a Burry Port resident for depositing a blue recycling bag at Seaview Terrace recycling facility in Burry Port and another was issued to a Kidwelly resident for depositing a blue recycling bag of household waste at Co-Op recycling facility in Kidwelly, and a fourth FPN was issued to a Llanllawddog resident for depositing a blue recycling bag of household waste at Tesco recycling facility in Carmarthen.

£125 FPNs were also issued to a resident for dropping a cigarette end on the ground at Heol Y Bwlch, Bynea and to a Carmarthen resident for dropping a takeaway drinks cup at Pensarn, Carmarthen.

A £100 FPN was given to a Carmarthen resident who failed to comply with a section 46 of the Environmental Protection Act 1990 waste receptacle notice, with another £100 FPN also given to a Llanelli resident who entered the enclosed children’s play area with a dog at North Dock, Llanelli. Dogs are banned from the play area and therefore this constituted to a breach of a public space protection order.

There were also 17 notices issued to residents across Carmarthenshire for failing to comply with the council’s waste collection scheme under section 46 of the Environmental Protection Act 1990.

Cllr Aled Vaughan Owen, the council’s cabinet member for climate change, decarbonisation and sustainability, said: “The council’s environment enforcement team continues to work effectively throughout Carmarthenshire, which is evident in the number of fixed penalty notices issued during December.

“I hope this serves as a reminder that littering, fly-tipping, breaching PSPO’s and other environmental offences will not be tolerated in Carmarthenshire.”
