"In just a few short months we will have delivered a solution for Capel Hendre square" - that was the message from Plaid Cymru County Councillors Alun Davies and Carl Harris this week as they confirmed that draft plans to improve safety and traffic flow through Capel Hendre had been drawn up.

The square is notorious for motorists and pedestrians alike playing "Russian Roulette" in their attempts to use the junction. Currently there is no traffic control or a way to safely cross the section.

Saron Ward County Councillors Alun and Carl have been working with their colleague Councillor Hazel Evans – the Council's Executive Board Member for Environment - to reach a solution for the square.

In a meeting last month with the authority's Head of Transport a series of options for the route were discussed.

It was also confirmed by Plaid's Hazel Evans that funding for the plans had been secured.

A full appraisal of the site included consideration of a traffic light system, a mini roundabout and changing of the major/minor priority.

In draft plans exclusively published this week, the councillors unveil the authority's preferred option for a new intelligent lighting system which can respond to increases in traffic flow, adapting the green light timing in response to traffic volumes.

The intelligent lighting system will host a vehicle detector, supported by an inductive loop embedded in the road, which will detect and reduce delays and stops by larger vehicles.

The traffic plans will be also accompanied by the installation of two pedestrian crossings - on Waterloo Road and Saron Road – which will finally enable walkers to cross the roads safely.

A full public exhibition will be held at the Capel Hendre Vestry from 2pm to 8pm on Thursday, September 7 which will allow residents to view the proposals and give their feedback.

County Councillor Alun Davies said: "It wouldn't be an exaggeration to say the each time I knock a door in Capel Hendre the safety of the junction is raised as the main concern. Motorists and pedestrians dislike the junction in equal measure. Trying to cross the junction has often been described as a game of Russian Roulette.

"It has been a long-standing campaign, but I am absolutely delighted our efforts have helped secure a solution. Furthermore, I understand the conditions of the funding means all work must be completed by the end of the financial year.

"In just a few short months, and subject to feedback from residents, we will have delivered a safer junction for motorists and two crossings for pedestrians.

"I'm very proud that the new Plaid Cymru administration has recognised the urgency of these safety works and has made Capel Hendre the priority it should have been years ago."

County Councillor Carl Harris said: "After a full appraisal of different options, transport officials have recommended a lighting system will be the best solution.

"Alun and I were very dubious about traffic lights having witnessed the chaos temporary lights have caused in the past. But the key element is the intelligence of the system which will learn traffic patterns and detect larger vehicles. This can mean that waiting at the lights will be at an absolute minimum and residents on the main roads won't have lorries starting and stopping outside of their homes.

"Ahead of the public exhibition we will be calling with residents with further information to get their initial thoughts in order to feed in to the final plans. I'm certainly looking forward to being able to say that we're getting the job done."

Councillor Hazel Evans, the County Council's Executive Board Member for Environment whose department will be overseeing the works added:

"The plans for Capel Hendre are part of a wider programme my department is undertaking to improve the safety of our roads and communities.

"At the public exhibition next month we will also be presenting more traffic calming measures we suggest for Hendre Road and Waterloo Road so that the whole village will see a comprehensive package of solutions to tackle speeding.

"This Plaid-led administration is determined to invest in our communities and improve the way in which we live and work. I hope to have more good news for local communities as my team undertakes its work."
