THE decision to extend the deliver and collection hours of Brecon Carreg Water has been met with “disappointment” by Towy Valley residents and County Councillors.

The increase in hours, approved by the Brecon Beacons National Park Authority, means HGV vehicles will trundle down country lanes past their houses until 7.30pm in the evening.

Previously, collection and delivery of the water had to stop by 6pm, giving hauliers a 10-and-a-half-hour window to access the factory site. The new agreement has seen that window extended to 12 hours.

Residents of Llandyfan, together with county councillor Edward Thomas, have said the Park Authority had failed to fully appreciate their concerns, despite their extensive campaigning ahead of the decision on April 21, which included more than 50 letters of objection and a presentation to members.

As well as concerns about noise disruption, they had also warned about the damage being done to country lanes.

“The HGV vehicles using the access road are driving too fast along narrow country lanes and damage is being done to the road fabric, verges and bridges,” said Cllr Thomas.

“In light of this decision, I have asked council officers to look at imposing a 20mph limit.

“Residents are very disappointed, and feel their concerns have not been taken on board.

“I have campaigned with them throughout, and was pleased we had support from Cllr Glynog Davies who represents the council on the Parks Authority who stated his view that the existing collection and delivery times were more than adequate for the company’s needs.”

Brecon Carreg Water's commercial manager David Stockley said: "Naturally we are pleased to have had our proposed extended delivery hours approved by the planning committee.

“We trust that our new extended hours of 7.30am to 7.30pm will reduce peak hour movements and minimise further our impact on the local community.

"As a large employer within the area we remain committed to employing and outsourcing locally, wherever possible, while delivering a smoothly run operation.”
