AN APPLICATION to retain outbuildings built at land in Llandeilo has been submitted to Carmarthenshire County Council after the designs were modified following a planning inspectorate appeal.

A previous application for the outbuildings, at Penrhiw, Gelli Aur, had been refused and an appeal was taken to the Welsh Government, which was then dismissed.

County planners had refused permission for the original scheme, which consists of four ‘loose box’ and two storage areas last year.

In their decision they had noted that "because the development was not associated with a farmstead and appears unrelated to any farm holding and not essentially required for agriculture or forestry" if it remained it would "lead to inappropriate sporadic development" which in turn would have a "detrimental effect on the character of the rural area".

The planning inspectorate then dismissed the appeal and questioned the need for a building "of this size at the particular location, in relationship to the number of animals kept on the land and the amount of storage necessary required".

In the new application, agent Owens Banks Planning and Design, stated that applicant, Mr R Booth, had rescaled and reduced the building plans by half, omitting three loose boxes.

The application also highlights the planning inspectors notes that she did not consider the building as having a "detrimental effect upon the Towy Valley special landscape area or a negative effect upon any know area of ecological value."
